Larry A. Lopez has been a police officer in Tucson for more than 21 years, and with the Tucson Police Department since 1990. He joined the Tucson Police Officers Association in 1995 as a patrol division representative. In 2001, he was appointed by the Executive Board to Grievance Chairman where he assisted members with issues relating to discipline, termination and civil service. He has also provided instruction on grievance issues in Arizona, Nevada, Utah and Ohio.

At the Tucson Police Department, Larry has been instrumental in working with commanders in shaping and implementing the department's DUI/drug policy, the Citizen Mediation Program, the Early Intervention Program and the Critical Incident/Officer Involved Shooting Response Protocol.

Larry was first elected TPOA President in 2005, and continues to serve the organization's 900 active members.

He was elected President of AZCOPS in 2007 after serving several years on the union's Financial Committee. He took office in January 2008.

John Stair has been a juvenile probation officer since 1995. He has been a member of Arizona Probation Officers Association since 1999, and served as its Vice President since 2000.

John was appointed Vice President of AZCOPS in January 2005. Over the years, he has worked tirelessly to represent probation officers and their issues.

Keith Benjamin, Secretary

Keith Benjamin has been a police officer for 25 years, and has been with the Chandler Police Department for the last 15 years. A sergeant with the Burglary Unit, Keith was elected President of the Chandler Lieutenants and Sergeants Association in 2004. 

Keith was instrumental in getting city and elected officials to form Chandler’s fourth bargaining unit (CLASA), thus allowing the sergeants meet and confer opportunities. CLASA is known for its to-the-point tactics, and has been very successful in improving pay and benefits for Chandler sergeants and lieutenants.
 
Under Keith’s leadership, CLASA remains involved in several community service programs and projects, and the members of CLASA have won several distinguished awards for their community involvement.
